Your formula is right on:
VMG = Cosine(Angle between COG & bearing to waypoint) X SOG

We race in strong crurent here in Québec City and I constantly try to keep the highest VMG possible. Usually, as son as the VMG is lower that 3.0 kn I tack and get immediatly 4.5 kn or more. (Boat speech 6.0 kn)
