There is a reason its called Chart #1. Its the first chart everyone should get/have. So that all other charts are readable and their symbols can be referenced.

The symbol in question however seems to be a Navionics proprietary symbol not covered by chart #1.

Well, after a back and forth with Navionics support I got the following:

I am still in conversation with them, currently I am not satisfied with this answer as its still not clear what "restrictions" its supposed to imply, and why no other state other than California has it.

There is no way it means no snorkeling/diving because that would mean there isnt a spot in California where you can do those. And at the same time would mean you can do those anywhere in any other state.

Furthermore I told them that since its not clear what this symbol means it is simply being ignored by Navionics users. Which means its not doing it's job. It is supposed to warn/notify of something but it is not doing that.

Will update if I get more clarification.

The symbol in question is not on Chart #1. I was talking about the other symbols (the pink bird), maybe I misunderstood the original question but I thought it was about those.

Ok, after a bit of more back and forth here is where we are at:

Navionics confirmed that it is not the same as scuba diving symbol on NOAA charts.

Navionics confirmed that this symbol is NOT a NOAA symbol (so it wont be on Chart #1) as of today.

Navionics confirmed that there is no inverse symbol (snorkeling mask without an X through it)

Now to actual meaning:

Navionics confirmed that this symbol (snorkeling mask that is crossed out) in itself does not have a single meaning (as counter example pink birds DO have a single meaning, its a sanctuary). The crossed out snorkeling mask on the other hand basically means that there are restrictions in this area, but DOES NOT identify any particular restriction. For that you would dig deeper (question mark over the area) to see what the actual restrictions are.

I told them that they should consider changing the symbol to something that is covered by Chart #1 or to a symbol that cant be confused for other symbols (i.e. people confusing it for no diving area, or no swimming area due to snorkeling mask).

Thanks, Duxa. That was all very helpful, and I appreciate the effort you went through discussing with Navionics staff. I agree it would be helpful for users if Navionics would stick with NOAA symbols.

So that *is* a mask with an X through it? I can't even vaguely see that. It just looks like a meaningless symbol, like from an alien alphabet.

What's even worse, that symbols surround the dive flag symbol in the OP's original example. So Navionics has a dive site (Little Farnsworth) surrounded by a bunch of snorkelers with an "X" and the explanation is "there's some restriction here"?

My immediate first question is, if one Navionics symbol differs from chart 1, are there others? Follow on, where is the differences and additional if any symbols documented?
Just trying to make sure, as I do not always have the internet available to query the symbol on Navionics

To me it looks like this is a snorkeling mask that is crossed out. So is this the no scuba zone? Chart #1 has a different symbol for it (that actually looks like a scuba diver). This symbol seems to be all over, including an area where there are clearly a diver location:

I had the same problem, called the Nav tecks and its a shallow water setting.
change your Mim depth .
the red icons indicate shallow water.

Mid depth setting? Thats 13,000 feet of water... 2.4 miles!

Check the pilot books for more info. If not there then maybe a local justification rule.

its a setting on the depths.
I don't recall how to describe the fix.
call the Navionics techs.

it drove me crazy also.
