Where in EU to buy charts?

Where can I buy IMRAY or Admiralty charts IN THE EU, and not get stiffed on shipping 22-28 euros to mail one chart strikes me as robbery.

It needs to be an EU retailer or items vanish into the giant suck-hole that is Portuguese customs.

The chart is 1730 Ria de Vigo. I would just order it from IMRAY, but then can expect a minimum of 1-3 months disappearance into the black hole.
