Can deck-level side lights be behind the steaming light

Our cat came with just a single tri light at the top of the mast. We have a steaming light on the front of the mast at the first spreaders. I believe that using the tri light with the steaming light when we are motoring is not legal as the side lights should be below the steaming light. So I want to add side lights and a stern light at deck level that we can use whilst motoring.

The most convenient mounting spots for the sidelights are 1m behind the mast, hence behind the steaming light. Is that OK? Or do the sidelights have to be in front of the steaming light?

That's fine. Very common and required in one case.

The only prescription for the horizontal position od sidelights is:
On a power-driven vessel of 20 metres or more in length the sidelights shall not be placed in front of the forward masthead lights. They shall be placed at or near the side of the vessel.
