Do tenders count as lifeboats?

Not in most people's minds. Life rafts are designed to protect people despite sea conditions that sank their boat. Tenders are designed to get from anchorage to the tiki bar and back. RIBs do have quite a bit of floatage, but no protection against swamping/flipping.
