Have you considered making up a small floating cargo net sized to slide under a person and "capture" them around the Torso and upper legs, when the 4 points are pulled tight on a 2 point bridle?
This would help rescue swimmer with an injured or unconscious rescue.....or could be self attached by MOB in a survival suit, when floating on their back.

Each end point could have a small soft eye with colored floats matched (2 bottom/2 top) so that it is easy to align in the water
