S/Steel rudders : will Awlgrip Etch Primer work ?

I was told by my local Awlgrip supplier that the primer was good and , I bought enuff to do the 2 rudders and keel shoes (36' Catamaran)...
I decided to re-check instructions and it says not to be used below the waterline ???

I was planning to use the d6600 as the primer and then overcoat with the barrier coat - D6070 (allowing 7 days drying of d6600) and then use Awlgrip anti-foul paint ...

all comments gratefully received - I am in the far corner of Greek Cyprus , 2 hours from the stores.
