Can you put west system epoxy over wood with spar urethane

I wouldn't. Take the urethane off if you're going that route to ensure a good bond, Prep, prep, and prep again. I won't get into putting epoxy on wood but I'm sure others will.

Other way around. West system first, then spar varnish over that- if you want to. Epoxy will bond well to wood, but not varnish. Epoxy has no UV filters, so will yellow, unless overcoated. Spar varnish will go over epoxy fine, and will provide some UV filtering... but not a lot.
