Registration lookup detective work

I'm trying to find out the jurisdiction of a boat registration that consists of "SA #### A" (where the hashes are a four digit number. Boat is currently in the Trinidad and Tobago area. I'm not sure if this is a local registration number or some US state registration number. The goal is to look up the owner to notify them of "goings on". Any help would be appreciated.

No US state uses “SA” as a registration prefix (and American Samoa uses “AS”).

It would appear that it is not used as a prefix in South Australia.

It is used as a prefix by South African Sailing followed by four digits (but possibly not the trailing letter?).

There may be others, those are the ones I could think of. No indication of country anywhere on the boat?
