Buying boat from Venezuela?

I see an ad for a sailboat in Venezuela. They are asking roughly 25% of what this type of boat typically costs, probably due to the risk associated with Venezuela. Is there an easy way to tell if a boat is stolen, or otherwise has a bad title when buying from a foreign seller?

Update: he has offered to deliver the boat to either Dominican Republic or Trinidad and Tobago, my choice. Obviously I would need to use an escrow agent for the transaction to make sure the boat actually shows up.

What are your thoughts?

I don't know if there are any restrictions on importing products from Venezuela to the country you plan to flag the vessel in, but probably worth looking into if that country is the U.S.

You should be fine. Where are you entering port? What state? Or are you documenting it ?
