The per person per day fees are for commercial (charter) vessels. I have been in the BVI on and off with my boat for the past couple of years - currently the boat is sitting on the hard for the hurricane season - and I've only ever paid the annual temporary importation once as the previous boat was BVI registered.

Thorin - Commonwealth and EU citizens have identical rights and obligations as other countries, no more.

Talking ccruising permit costs

$4/person/day is for CHARTER boats, NOT private vessels for the cruising permit, which is separate from the National Parks permit ($150/yr for private foreign registered vessels--i can email you the rate sheet if you supply me with your email)
The cruising permit is a must, do not attempt to reside in the BVI without it! You will not pay more than $300/year, and could be less if you stay less time.
you will still have to either apply for an extended visa or apply for an extension to the maximum 30 day stay you will receive by going to the immigration office in Road Town and waiting in line..i suggest getting there about 12pm, the lines are shorter, every 29 days. otherwise, go to the USVI every 29 days and get a new 30 days upon reentering the BVI.
