Liability insurance survey??

I've heard that Boat US/Geico is now requiring a survey for Liability Insurance.
Yup, this week I got a letter from Geico saying that a Condition and Value (C&V) survey is required to renew my Liability Only Insurance. A C&V survey has always been required for full coverage, but very little of that type of survey is applicable to a Liability Only policy.

C&V surveys are expensive, has anybody (USA question) contacted Geico and inquired about the reason for requiring a survey mostly unrelated to liability coverage?

I've insured with Boat US for many years, and have no problem switching to another company since Geico took over. Can anybody recommend a better insurance provider?

Your liability coverage surely includes pollution remediation and wreck removal. As well as coverage in the event your boat sets fire to the marina and neighboring boats. In addition, someone who is not maintaining their boat in a seaworthy condition is unlikely to be a good insurance risk, even for liability insurance. There are more examples, but you get the idea.

The idea that the condition of the boat is somehow unrelated to decisions about liability coverage is not correct.
