Very common........it is called a Repair Allowance and should be based on a written repair quote by a professional, which the Seller can approve or reject. Last 2 boats I purchased with a repair allowance. Recently sold a 2005 Hunter 46 without a repair allowance since the boat was close to perfect and I disclosed photos and receipts of the boat from a recent haul-out for bottom painting, engine, rigging and electrical inspections and maintenance records.

IMHO you made a wrong decision by walking away.
It is not as if the seller presented you with wrong facts.
What he did is normal negotiation move.
Set a seemingly fixed price and later agreed to a discount. Happens in many negotiations, nothing to get excited about...

I suppose you could say that if that was all to it. In fact, the seller was so surprised with my decision that they offered to make certain repairs. If I was still interested, the rejection and reversal would have served me well as a negotiation strategy!!

Unfortunately, there were two key findings which seemed too severe to revert course and we decided to walk away regardless.

I did suggest to my wife, maybe we ask for $10k off. But she was so upset that the boat condition did not meet the advertisement - it was too late.

Well, not quite from my read- seller offered to fix everything, not discount the boat. So you’d have to trust the seller can actually do a good job on his own fixing things, or trust who he hires (and you can bet he won’t pick from high end marine service providers)

The seller flatly stated "I won't negotiate on repairs" so the buyer, unsatisfied by the survey, took the only option that the seller had left on the table, which was to walk away.

Heading for the door is one of the most powerful bargaining tools out there! But you need to be prepared to actually WALK out that door.
One of the keys to successful negotiations is to not become emotionally involved in your potential purchase. . . . . . which is easy to plan, and sometimes not so easy to execute
Edit: One more thought, the Previous Owner of the boat is (or can be) a tremendous asset to the new owner . . . . if you don't burn your bridges during the buying/negotiation process. Easily worth thousands, or sometimes even TENS of thousands of $$$, so that needs to be considered as well . . .
