Raffling Off a Yacht Overseas, Hypothetically

Say somebody was forced to sell their US documented boat overseas somewhere, say Australia, that had a big import duty and GST required to import the boat before they could even list it. Say the person in question was BROKE, thus the necessity for a sale, and if they had that extra 7K or so lying around they would probably keep cruising, because they do have a sufficient monthly income, just no credit or liquid cashola.
OK, so "what if" they put a raffle together, looking for about 1000 players, say folks back home with a dream and an extra $100 to gamble with, and say they pulled it off and drew the winner, then did an escrow title transfer from somewhere in the States, an offshore delivery, say on a shakedown cruise to another country, would the hypothetical "seller" be liable for big penalties if caught, somehow? Would the new owner have to sail the boat back to the states posing as a delivery skipper before actually using the new paperwork? Am I going to hell just for asking this?
Your thoughts appreciated.

Sorry, just thinking out loud I guess. Trying to figure out a creative way to sell a boat in a foreign country. I posted the question on another forum a little more clearly and now have about given up on the idea, based on the answers I got.

I see boats advertised in Yachtworld and other places that say 'Not for Sail in the US' though the boat is in the US. Assume that's because they have the same problem you have. A boat in the US but not legally imported into the US. If an Oz broker can't do that for you, maybe you could list the boat with an out of Oz broker and get it in one of the international internet listings so an Oz buyer could be made aware of the boat. It would be up to the buyre ot make the boat legal in Oz or take the boat out of the country.
