Advice & Help needed for starting a Sailing School

Hi everyone,
I'm new to the group.
I'm a USCG captain & professional sailing instructor. Started sailing dinghies in 1994 & went cruising for a couple years. Ended up in Costa Rica & am trying to start a small sailing school for adults down here. There's almost no sailing here, which is unfathomable to me because it is gorgeous cruising territory. Looking for advice, help, connections, & ideas to get this school off the ground. Plan to operate on the Pacific coast out of Puerto Caldera or Herradura or Leona & we're trying to get a hobie cat as our teaching platform. It's hard because there are almost no sailboats here and I hear import taxes can be around 80-100% of the boat's value.

Build.. or get built your own... check out Jim Wharrams plans for Tiki 14 & 17ft cats.. simple to build.. sail well.. so no import tax's
