While I'm a native and long-term resident of Contra Costa County, all I know about the San Joaquin Marina is what's contained on the Internet such as:

It's clustered with a bunch of marine stuff. There are all sorts of little marinas there and hard storage and light industry. I've been by it often but not into that particular marina so I can't speak specifically to how they roll, but the area is...

Well, so long as you don't need *scenic* around you it would be fine. It's all kind of rundown and shoddy.

The location is good for getting places, lots of opportunity near by for all the amenities. You would want to have a car prolly. Bikers get mowed down around there, and it's a long walk to anywhere.

Both Martinez (CC County) and Vallejo (Solano County) some miles west of the San Joaquin (closer to the Bay but farther from the Delta) are accessible to public transportation. At the Vallejo Municipal Marina local busses and the ferry terminal (ferries transit to/from San Francisco) are within a quarter mile distance. Busses and passenger trains are within a mile of the Martinez Marina.
