I won't argue that when these self-made agencies get involved, they immediately want to start charging money for businesses to do what they already do. Example: Boat yards and Hull maintenance people. What starts off looking like an effort to clean things up soon turns into a bureaucracy of a money making agency and citizens who are really pissed off.
