As I recently explained to some charter guests :

The first boat to arrive in an anchorage gets to choose what direction they want to point in. Admiralty law dictates that all subsequent arrivals must point in the same direction...although not still punishable by 20 lashes, boats breaking ranks are certainly frowned upon...
