People are often "blamed" for the political actions of their country, whether they had anything to do with or not. In 1982, when the UK was fighting a war with Argentina over the Falklands/Malvinas, I was in San Jose, Costa Rica. One night, while walking back to our hotel after dinner, we were stopped on a street corner by 4 BIG, angry guys who were clearly supporting the local liquor industry.

"Are you Americans?"
"Yes."
"What do you think of the war in the Malvinas? Why is the US supporting the UK?"
"Ummmmm. I probably have as little control over what my government does as you do over your government."
"Well, let us buy you a drink and tell you what’s wrong with the US."

They bought us drinks until the bar closed and we finally got to stagger home.
