In the USA, perhaps one can understand the requirement for an AIS Class-B transponder to have its own GPS receiver in the context of the FCC's rules that an owner of a Class-B transponder is not even allowed to configure its MMSI. If the FCC thinks it cannot trust the vessel owner to enter the MMSI, it seems reasonable to conclude it won't trust the vessel owner to provide the position data either.
