Counterpoising the Radio Ground

No doubt probably the man with the greatest contribution made towards our understanding of the Radio antenna is the late L.B. Cebik W4RNL.
In another thread we are discussing a need for a Radio Ground (A counterpoise) it reminded me of an article he wrote on the subject :-
Counterpoise?
The research that he compiled demonstrates the complexity of a radio ground/counterpoise on land. On water (sea or fresh) the subject has barely been covered by professionals in the last 90 years.
