EPIRB, PLB's, MMSI and Countries

I'm an Aussie overseas, Au registered vessel having trouble getting EPIRB's / PLB's, as air freight on these is difficult with Lithium Batteries.

I think the below is correct - but I'm not 100% sure. Any clarifications appreciated.

In Eu caribbean, I can buy a beacon, but they won't re-encode without following EU rules.
US is no good as Au won't accept them.

Australia Rules
No US EPIRB's or PLB's may be registered, as 121.5MHz encoding includes letter codes that do not meet Au regulations.
EPIRB - MMSI is registered on govt (AMSA) website. EPIRB is NOT programmed with MMSI
PLB - Registered on govt website. Unclear on MMSI

USA Rules
EPIRB - MMSI is registered on federal govt (NOAA) website. EPIRB is Optionally encoded with MMSI
PLB - Registered on govt (NOAA) website. Unclear on MMSI


EU Rules
EPIRB - MMSI is registered on country govt website. EPIRB is Mandatory encoded with MMSI
PLB - Registered on country govt website. Unclear on MMSI

The UK rules are/were the same as the EU rules. But I had no problem getting a MMSI overseas (I bought the 2 devices in the USA) and then registering them with OFCOM in the U.K. That was for a SSB, AIS, VHF and EPIRB.
