Has anyone seems THIS before?

We launched Swan Lake 4 weeks ago and put her on slip next to a big ass Swan whose shore power receptacle got fried when the cord fell in the water.

We hauled Sean Lake today an noticed white bubbly on the Dynaplate that faces the cooked goose (big ass Swan). Click image for larger version

The port side one looks pretty much the same as when we launched her. Click image for larger version

The electricians here at NEB are stumped.

Any ideas?

Thanks in advance.
