Mate , I Appreciate your dilemma, you have a $3000 radio and don’t know whether it works whether to turn it on or off whether your legal to operate it etc etc.

Faced with your lack of experience. I would recommend you remove the radio and take it to ICOM, who can bench tested for you and tell you whether the radio is operational.

This is going to save you, a world of hurt in troubleshooting the radio. Once you have determined that you have an operational radio, then you can chip away at the next two issues, is my installation correct and what do I need to do to get a radio operators license.
