Raspberry pi3. Powerbank gps_stick and openplotter/opencpn is all you need. And all for under €120

Acessable from any device via vnc😂😂😂

I used a Asus compute stick (same as the Intel) with a 12V TV running OpenCPN and it works great.

Most of the bathroom TVs will be 12V, they seem to start at about 19", so quite big, but have the advantage of being waterproof(to some extent).

As other posters have noted, Camping or RV will have 12V TV that seem to meet your requirements. Some of those come in quite small about 10". Which means of this is for a reserve system you can store it all in a locker somewhere for when or if you need it.
