Island Packet Raymarine Rotary Drive Replacement

I have a 38' Island Packet and need to replace the type 2 Raymarine rotary drive. I'm wondering if the hot water heater has to come out to complete this. Has anyone done this before? Any advice would be greatly appreciated. It looks like a bear. ......
