If the OP is not a US citizen, they may need an operator's license issued by whatever country they are a citizen of. With many licenses, "anyone" can get one "anywhere", but the use of it is restricted to that one "anywhere" unless that happens to be your country of citizenship. AFAIK that's also part of the ITU treaty requirements, not a local option.

If a US flag vessel, then US regs apply everywhere. A foreign country has the authority to regulate any US flag vessel in its territorial waters for an reason including operating an unlicensed radio transmitter. In this case just don't operate it. On the open sea you can do pretty much what you want as long as it doesn't involve smuggling, piracy and a few other internationally recognized crimes.

Here's a possible surprise. We bought a French flag vessel with CE approved PFDs, raft and fire extinguishers. We re-flagged US and guess what, the USCG does not approved a whole host of CE approved stuff that maybe on a US flag vessel.
