Not entirely true regarding MOB1 in USA.

The default is to not send an all ships call.. It sends a direct call to your own vessel first. If you hold down the button after it's been activated you can switch to all ships call. We have had 4 x MOB1s installed, and have tested them both with the test feature as well as just activating them in an actual jumping overboard into water scenario. (in a remote area where other boats and CG were unlikely to pick up the signal).

I think the new PLB3 is great, but it would have been much nicer if it also did DSC. It obviously has VHF capability.
