I looked at the manual, it is typical for a Ham radio.
There is a complete section on repeater operation which is used on 2 M and 440.

I think a duly licensed amateur radio operator could deduce from the manual how to use the 706 on the ham bands. If not so licensed, one should not be operating this radio on any bands at all.

As for other comment about licensing and not being supposed to use on any band. - I guess there is still some truth in the old saying that free advice is worth what you pay for it
