Shore-Based Installation of Marine SSB

I'm still a few years away from setting sail. Haven't even finished building the boat.
BUT I have a ICOM M700 and would like to learn it before install. What do I need to do (legally?) Will I be able to pick up cruiser nets from Colorado?

Suggestions for install. Mistakes to avoid. Shortcuts and tips...

You can certainly hook up your radio ashore and listen, but getting a license for a marine shore station is unlikely. If you get a ham license you'll have no trouble operating from where ever you like on the ham bands. Recommended.

With a good antenna you should be able to get some cruiser's nets from Colorado. I'd start with the Pacific Seafarer's Net.

If you're going to listen just get as much wire up in the air as possible.
