I have used such a device, a long time ago, and it did not work. My FM Radio reception did not improve at all. Maybe it was the radio, maybe it was the antenna, I don't know, but I do know the reception of my FM Radio was not better. JMHO and YMMV

Depends on the make and model AND what they mean by "can be used at the same time".

Does it have any buttons or switches? Do you connect it to 12V DC or 110V AC power?

All the unpowered manual splitters I've dealt with have to be manually switched from one to the other, For example, one antenna connected to marine VHF and FM stereo you have to turn a knob to switch from one to the other. So in one sense it can be used with both but only by turning the knob. The only completely automatic splitters that I personally know about require a power connection.

BUT I don't know everything and there could be one I don't know about.
