What is this?
Mounted on a pole on the radar arch. Seems to have coax cable going to it.

Wild guess: Someone went under a low bridge and forgot about their VHF (or some other) antenna.

Sounds about right. There is a small pc board inside the base. The antenna was still standing up but at a slight angle. Broke off when I took it down.

Definitely spacecraft reception with the quadrifilar circular polarization design.

Exactly. Looks like a miniature version of the DIY weather data antenna you can build.
