Which ipad for Garmin Bluechart

There is no GPS in a wifi-only iPad. The cellular card is the hardware that carries the GPS chip.

Is it possible that your iPad has the hardware but you haven't enabled the cellular data subscription?

You know what, SailFast, it very well might have the cellular hardware. We got it from a friend who said he only used it for wifi. We made an assumption and could be wrong. All we know for sure is that it works well. So, if you say it needs the cellular hardware to do the gps, you're probably right.

My iPad2 has both wifi & cellular but does not require a cellular data subscription or other enabling for the GPS to work, with or w/o internet access.

You may want to try to go into settings and make sure the cell data toggle is on.

No need, just enable "location services" for the app.
