Know what this is?

Found aboard my boat: length of patina copper pipe with cushioning elements and a Cable connected to an alligator clip.....

The only true way to find out how valuable the item is would be to discard it. Within a week you will learn it is irreplaceable or outrageously expensive AND your boat has to have it...
But I am honestly intrigued as to what that is used for...

My guess is an Anode/Cathode for a DIY electroplating set up?

DIY lightning ground. You attach the clamp to one piece of SS rigging, and put the copper pipe in the water. The cushions are to keep from marring the hull finish
