1. Rename opencpn.ini as opencpn.org
2 start opencpn get ais list up.
3. Close o and copy the line back to the original file.
4. Rename your original file to opencpn.ini

Your screen height is then most probably 768px and the parameter says to place the list at:
floaty=743
so what you observe - very close to the bottom.
