camera on raspberry pi

I run OpenCPN on raspberry pi computers and was trying to add a camera because my view aft is so poor. I purchased a generic ptz POE IP camera and had no trouble hooking it up. Unfortunately the video has a nearly 25 second delay on a pi 3B+ with Buster. It is nearly instantaneous on Windows 10 laptop. Any chance it will significantly improve on a pi 4? I left them on the boat 550 miles from home. Thanks.
