Curious if any of you could help, I read this thread and it seems to define the problem I am having. The NOAA chart catalogs will download just fine but the ones that go to gitbubusercontent.com fail with the following:

Failed to Download Catalog: https://raw.githubusercontent.com/ch...NC_Catalog.xml
Verify there is a working Internet connection.

I have applied the suggested fix to the plist file (I attached my version), any other ideas?

yes, I can confirm the OpenCPN version 4.4 from opencpn.org does not work for macOS. I have not the time to check for the reason because I use my own OpenCPN version for macOS which is completely different from the official version. Might be it is a fault of the wxCurl implementation for https web addresses because http addresses works. In my own version I don't use wxCurl but the curl which is part of the macOS operating system.

Perhaps you try the former official OpenCPN version 4.2 which seems to work. Get it from http://opencpn.navnux.org/4.2.0/OpenCPN_4.2.0.dmg
Before installing 4.2 delete 4.4 first.

This is a known problem on the newish macOS releases. Workaround for OpenCPN 4.4 is described in http://www.cruisersforum.com/forums/...ml#post2259215

Other than Linux or Windows macOS is very stable against malware from the net. It should not weakened by any hacks however. Better to use the libraries offered by the OS than any hacks.
