Help I'm Lost

I have been trying to load new charts but cannot find the Chart Download Tab I follow the manual which appears to say Tools/Options/ and that there should be a Chart Download Tab, all I see is Chart Files/Vector Display/Chart Groups/Tides & Currents. What am I missing TIA

At Options|Plug-ins: check if the Chartdownloader is enabled...
If Yes, then you might scroll right to see the tab.
