Is it possible to download full map file in KAP format?

What is a "full map file"?
All OSM offers pre-generated is available from OpenSeaMap - The free nautical chart (Tools -> Download Chart)
If you need something else, look at KAP-Dateien aus OSeaMap erstellen - OpenStreetMap Wiki

I am firefox user and when I use "Tools>Download" download is disable this is my real problem.

I want to download map of world.
I need all of these files in OpenSeaMap format

I'm a bit confused...
There is no world map from OSM available in KAP format (pretty understandable as it would be of very little use)
The KAP download facility works fine for me in Firefox - remember that you have to select a chart you want to download to be able to download it (see the screenshot)
I don't understand at all the relation between KAPs, OpenSeeMap format (what is it, BTW?) and the Garmin charts link to the wiki, sorry. The coverage of the OSM KAPs is apparently not the same as the coverage of the Garmin charts generated from the OSM data.

How did you select these part? I use Shift + Mouse but I can't select map.

We leave maps to hikers and truck drivers, charts are used on the water... Have a look at Chart Sources | Official OpenCPN Homepage
