Linux Mint 22 GPS error and solution

I recently installed OpenCPN 5.10.0 on Linux Mint 22 built on Ubuntu 24.04 package base. Initially OpenCPN wouldn't connect to my GPS receiver, a USB serial device /dev/ttyACM0, and said that there was a permission problem and suggested solving it by creating Udev rules. At first I tried that but it didn't work.

The problem is not a permission issue so the error message is wrong and also the suggested remedy.

The problem is that OpenCPN cannot access the GPS data stream because another application automatically claims access as soon as the receiver is plugged in. The culprit is the program modemmanager which is installed by default.

The solution to the problem is simply to remove modemmanager whereupon OpenCPN gains access to the data stream (as long as the process owner is a member of the group dialout). If you cannot remove modemmanager there may be a workaround for instance disabling modemmanager.
