MMSINAME.CSV

On Win 10, currently my file has 1614 records. I've tried editing it in Excel, being sure to save it as .CSV I have a few questions:
1. Is it actually safe to edit this file, I've had mixed results?
2. Toward the bottom of the file (I know, most recent additions) I see entries like:
477222600,OOCL MEMPHIS,
,,
338179859,,
,,
367455580,FLORIDA VOYAGER,
,,
It appears these lines with ,, cause blank lines in Excel, can I safely delete those weird records?
3. I get blank vessel names in Target List. I've googled those mmsi numbers and edited mmsinames making new lines with the missing vessel names, using the same format. That doesn't fill in actual vessel names. Should I just forget about having names to all mmsi targets?
4. I have a record that has 477427500,COSCO BELGIUM367101530,
Obviously, aftr the vessel name, there is a weird mmsi #. I've tried cleaning up those types of lines but they come back. Could this be a bug?

Yes, unless you break it. As it is created automatically, it is also safe to delete it.

Yes, unless the vessels fix what they transmit.

Yes, it could. It could also not and the vessel could be transmitting just this.

That file is there just to aid with faster display of vessel name, until first static information message is received from that vessel, which then overrides the cached value.

Excuse for any "pundit" comment but - Why do you care about the MMSINAME.CSV content? Have you noticed any problem?
I've today 99 465 rows in my file. On Windows that's the half amount of vessels since it's an empty row between each post. I've seen no problem. And yes a lot of "#" as well.
