I have LMDE 6 ( Linux Mint Debian Edition). Itīs based on Debian Bookworm

BTW: neither opencpn package nor plugin installs udev.rule for dongle.

Ok. Found and solved
the good old days when plugins were installed via system package management are unfortunately over. For the communication between oexserverd and dongle you need libusb0.1-4 library, which is not installed automatically.
