OpenCPN Crashing on startup and opening Plug in tab

I have been running OpenCPN 5.84 on my laptop for a few years.

I recently upgraded to 5.10 . I cant get 5.10 to open normally, it crashes immediately, and when you reopen it, it offers you safe mode. Then it will open, but no plug-ins work.
I have tried going back to 5.84, and while I can get it to open, the moment I go try open the plug in tab, it crashes as well.

I have tried deleting the settings, and plug in folder to try get back to a fresh install scenario, but this hasn't helped either.
Laptop is a Dell Lattitude, WIN 10 OS
ANy idea as to what I have done to destroy my OpenCPN

The idea with "safe mode" without plugins is that you should be able to start the program and update plugins where necessary.
Without plugins open Options->Plugins and "Update Catalog Master".
Update these with a green arrow. Then enable one at a time to check for issues with any individual plugin.

In "safe mode" I can access the plug in menu, but even clicking on Update still leaves the plug in window window blank. There is nothing listed there at all

Editing the ini file to say opengl=0 and disableopengl=1 also doesn't get opencpn to start without crashing
