Regarding the download page you can read:

OpenCPN is free, open source software for marine navigation. It is available for Mac OSX, Microsoft Windows, GNU/Linux, BSDs and Solaris.

There have been reports about OCPN on running on Chromebooks. In any case the Androd version (playstore, Dave Register) shall work.
