Spanish language file for OpenCPN 3.1.1309

Hello dave,

Here french file language for the next version. So I thing name it 3.1.1319. I have download the pot file in master branch.

We are working about the french file language. Thank to Pythéas54 and other sailor working with me. But, We are slow.

We spotted about 80 items they need to improve. It is thirty for which the decision is not yet taken. But it does not matter. Here is a version for use on the basis of what has been done taking into account the new item to the routes/tracks/WP/layers manager

In the English items, we have identified one or two spelling mistakes:

The first is:
"You can't hide the last tool from the toolbar\n
as this would make is inaccessible"

make is ---> make it ?

The second is:
One of the item is "Yat". We Thing That It is "Yacht". Are we right?".

"Yat" is correct, as a (very) short abbreviation.

Right clic on a leg
Choice "Properties ..."
Right clic on a line with a waypoint
Choice "Waypoint : properties"

This open a window The title is : "Mark properties".

This title is not translate in french language and I thing that it is same in all language.

We thing that there is a mistake in line 3416 : "Rouge or suspicious vessel".

We thing that it is "Rogue or suspicious vessel".
