I can't seem to get Buoy labels for ENC (or CM93). I checked "all" in Mariner Standard.

The buoy seen in the screen shot has "OBJNAM: St Simeon Sound Lighted Buoy 19"

I'll bet it's something simple.

"Light Desrriptions" and "Extended Light Sectors" (when checkeddon't show either.

The plot thickens. Reinstalled OCPN enabled OGL for roughly half an hour. Performance was greatly improved although still not stellar. Then the screen briefly went black and when it returned once again no OGL and a grayed out option to enable it. I will continue my investigations. Any advice and WAGs gratefully received.

That the options are greyed out completely means that the check for OpenGL capabilities that is performed on startup fails. Most of the time it is caused by buggy drivers, have a look if there is an update available for your system.
There also should be a section describing your system (from the time when you were running with OpenGL on) in the logfile looking something like

15:37:30 CST: OpenGL-> Minimum cartographic line width:  1.0
15:37:30 CST: OpenGL-> Minimum symbol line width:  1.5
It would be very interesting to see it.

That doesn't make sense to me because O started and ran with OGL enabled for roughly a half hour. At that point the screen briefly went black, O returned and continued to work but the OGL option to enable was grayed out.

I can't find any text referring to OpenGL in the log from the day it was working.

I first saw your post as an email with no screen shots. I interpreted the second box to be the "Shoot Me" box.

It's the big A+ in the tool bar that I fail to press.

If there is no opengl text then it is not running with opengl enabled.

Except that when I checked that morning it was in fact using OGL and did so for roughly the first half hour of the trip at which point the screen went black etc etc etc.

Unfortunately in the logfile you posted there is nothing that suggests that you were running with OpenGL working.
What graphics adapter does the machine have? Did you check if there is an update for the graphics drivers available?
