Tried to download OpenPCN on a windows PC and got the following error message.

This is some sort of problem with your authority levels on your PC, nothing to do with OpenCPN. Try logging onto your PC as an Administrator and try again.

Looks as though you successfully downloaded. Note the filename in the caption of the messagebox!

Either:
your anti-virus is blocking it or has deleted it

or

Windows considers it unsafe to open. If you don't have administrator rights, Windows gets very picky about files containing the word "setup" and executable files downloaded from the internet - you occasionally have to right click on the file and "unblock" it. Something like this:

A anti virus program apart from Windows own defender can create all sorts of trouble. If you've such a program try to switch it of and test again.
