Looking at the locations of your files, it's clear that you have the flatpak version of OpenCPN installed.
The best thing to do, as you are on Ubuntu, is to get rid of your flatpak installation and all the files that you have moved manually. Then install OpenCPN from the official PPA. Make a package of your plugin, as I mentioned earlier, and install it.
There should be no need for moving files manually.

If you read the release notes for 5.2 you will see that compiling your own plugins the traditional way, for a flatpak installation, is not supported.

I cant figure out how that is even possible, as I dont have flatpak installed. I removed all config files and opencpn folders, and re-installed the latest ppa version.

I was too quick with my deduction about flatpak. OpenCPN:s v5 new plugin-manager install the managed plugins in $HOME/.local/ etc...etc.
But it's not a place to put your own files in.
I'm using Ubuntu 20.04, OpenCPN version 5.2.0.8-0 and rtlsdr version 1.4.1.

Ok. So where did you download the 1.4.1 version? The latest release on the original github for rtlsdr_pi is version 1.2. OR do you mean the rtlsdr cli application for ubuntu? (Terminal command: rtl_sdr)?

The latest code is here https://github.com/rgleason/rtlsdr_pi.git

And here is a package compiled for Ubuntu 20.04...it will probably not work for any other releases.
rtlsdr_pi_1.4-1_amd64.deb.pdf

Delete the ".pdf" extension, before proceeding.

So I got a fresh install of ubuntu 20.04, installed opencpn from ppa, and tried using your packaged:

BUT, I finally made it. I cloned the github repo instead, on the updated ubuntu. Worked right away. Thank you for the support, Thomas.
