waypoint gpx export shows computer time in <time>

Waypoint gpx export shows Local@PC time in <time> field as:

<time>2023-05-21T14:43:00Z</time>

even though there is a "Z" at the end. I'm assuming the "Z" stands for Zulu time, but the the time and date is definitely not UTC. This may be a bug.

Also, is there a way to specify UTC or Local@PC for the time stamp saved in the <time> field?

Confirmed - it is when the mark was created in local time on the PC.
