Win7 and ECN Text Names Not Appearing Cmap93 Maps

A friends computer which we put on opencpn does not display the names like Plumtree BAR or Northhead PT

He has tried 2.5 and the beta 2.6
He has tried mariners standard and click ENC text.

What needs to be set to show these names?
I see them just fine on my Ubuntu system

Double check the Vector Charts tab settings in the Toolbox and the toolbar A+ icon (I know you think you did, but do it again...) If you won't find the problem, post your log and ini file.

Make sure that the box "Show important text only" isn't ticked.

This is what the documentation say

Show Important Text Only
displays only a bare minimum of text essential for navigation, such as course and bearing in a leading line (range) and bridge clearances.
